More than 140 students will participate in Winter Commencement for Fairmont State University. The ceremony begins at 1 p.m. Saturday, Dec. 20, at the Feaster Center. A reception in the Falcon Center will immediately follow the ceremony.

Dr. Brian Noland, Chancellor of the West Virginia Higher Education Policy Commission, will be the speaker. Kasha Brown, former Student Government president, will be the student speaker representing the graduating class.

Dr. Brian Noland was appointed Chancellor of the West Virginia Higher Education Policy Commission in April 2006.

Noland's professional career has been primarily focused in higher education and higher education policy. Prior to joining the Commission's staff, he served as the Associate Executive Director for the Tennessee Higher Education Commission, and he was a faculty member in the Peabody College of Education at Vanderbilt University.

Noland's scholarly focus has been in the areas of access, accountability and governance, with articles published in The Journal of College Orientation and Transition, The Journal of Social Indicators Research and The Handbook of Political Science Literature on Interest Groups.

Noland received his B.A. and M.A in Political Science from West Virginia University and holds a Ph.D. in Political Science from the University of Tennessee, Knoxville.

A portion of the sidewalk near the Feaster Center is temporarily closed to accommodate the addition of a ground level entrance and an elevator in that building. The entrance to the Feaster Center that faces the football field parking lot is closed. The sidewalk on that side of the building is also closed.

Parking for those with disabilities will be available on Dec. 20, and parking attendants from the Office of Public Safety will be on hand to direct traffic. The Feaster Center parking lot located directly across Squibb Wilson Boulevard from the Duvall-Rosier Field parking lot will be used for handicapped parking. This lot allows guests to enter the Feaster Center directly onto the arena floor. Seating will be available on the bottom rows of the arena for those with special needs. For more information, call the Office of Disability Services at (304) 367-4686 or the Office of Public Safety at (304) 367-4157.
