Overview

The West Virginia Legislature passed the "Campus Self-defense Act" (sometimes called the "Campus Carry Bill") in 2023. The law went into effect on July 1, 2024. Fairmont State takes the law and possession of concealed handguns on campus very seriously. Therefore, President Mike Davis established the Campus Carry Committee (CCC) in Fall 2023 to study and recommend relevant policies and procedures.  

The WV Campus Self-defense Act

As of July 1, 2024, an individual with a current and valid license to carry a concealed deadly weapon is generally authorized to carry a concealed handgun on our campus and in our buildings. Individuals are still prohibited from openly carrying or intentionally brandishing a weapon, unless necessary for self-defense.

According to the law, institutions of higher education may prohibit concealed handguns at organized events taking place at an arena or stadium with a capacity of more than 1,000 spectators, residence hall rooms (except for lounges, dining areas and study areas), daycare facilities, formal disciplinary/grievance hearings, individual office spaces, and mental health/patient care counseling spaces.

Campus Carry Committee

President Mike Davis established the Campus Carry Committee (CCC) in Fall 2023 to recommend policies and procedures about implementing the “Campus Self-defense Act” at Fairmont State. The 14-member committee is comprised of students, faculty, and staff.  

The Campus Carry Committee recommended a comprehensive and ideologically neutral approach that addresses the following:
